  1. Qubit 0 into an equal superposition.

Probability spreads from 1 outcome to 2. All 2 are equally likely.

  2. Qubit 1 as well.

Probability spreads from 2 outcomes to 4. All 4 are equally likely.

  3. Turns the phase one way where the two qubits agree and the other way where they disagree. No probability moves. This is one term of an Ising Hamiltonian evolved for a short time, and a chain of these is what a Trotter step is made of.

The outcome probabilities do not move at all. What this step changes is phase — 2 distinct relative phases across the state now — which no measurement can see until a later step turns it back into probability. This is the step that entangles the qubits: from here on no single qubit has a state of its own, only the register as a whole does.

Readout All four outcomes stay equally likely. The gate's whole effect is a phase that depends on whether the two qubits agree — which is exactly what a coupling term in an Ising model is, and why this gate appears in every Trotter step and every QAOA cost layer in the Atlas.

Method
Expand exp(-iθZZ/2) using (Z⊗Z)²=I⊗I to split the Taylor series into cosine and sine terms, and compare the closed form against the parametrized RZZ diagonal matrix.
Result
Pass · RZZ(θ) = diag(e^{-iθ/2}, e^{iθ/2}, e^{iθ/2}, e^{-iθ/2}) exactly, matching the ZZ eigenvalue structure (+1 on |00⟩,|11⟩, -1 on |01⟩,|10⟩).
